1. 目的
   To maintain a safe educational and working environment for 学生 and employees by creating and maintaining campus behavioral intervention teams authorized and equipped to assess, 干预, and monitor potentially disruptive student and employee behavior.
2. 政策
   1. Creation of Behavioral Intervention Team
      1. The president of Roane State 社区 College has appointed a Behavioral Intervention Team (BIT). The purpose of the BIT is to provide caring, preventive early intervention with 学生 and employees whose behavior is disruptive or concerning and additionally to consult with faculty, 工作人员, 和学生 reporting behaviors of concern.
      2. The BIT is a tool to assist in providing a safe academic environment for faculty, 工作人员, 和学生.
      3. The BIT is not punitive and is not a disciplinary board but rather serves as the central point of contact for threat assessments involving 学生 and employees.
      4. The BIT shall be charged with developing comprehensive fact-based assessments of 学生 and employees who may present a threat to the institution, 员工, 学生, and visitors and shall be empowered to take timely and appropriate action, consistent with TBR and this policy as well as applicable law.
      5. At the discretion of the president, the BIT may include representatives from the institution’s police department or 安全 and security department, 学生事务, 学术事务, 人力资源, 医疗, psychological and counseling professionals.
      6. The BIT may be advised by the institution’s legal counsel.
      7. The BIT shall meet, at a minimum, once per semester and thereafter as needed.
   2. Identifying and Reporting Risks
      1. All individuals are encour年龄d to be alert to the possibility of campus disruptions, particularly acts of violence.
      2. Employees 和学生 shall place 安全 as their highest concern and shall report all acts and threats of violence.
      3. All reports will be handled in a confidential manner, with information released only on a need-to-know basis within the campus community and in accordance with federal and state laws and regulations.
      4. This policy strictly prohibits retaliation against any person who, 真诚地, reports acts or threats of violence pursuant to this or any other applicable law or policy.
      5. Every reasonable effort will be made to protect the 安全 and anonymity of anyone who comes forward with concerns about a threat or act of violence.

   3. Confidentiality of Records
      1. BIT members may provide each other with information about a student being monitored by the BIT as is necessary to protect the health, 安全, and privacy of the student or other persons and to generate a recommended course of action in accordance with applicable legal and professional standards of confidentiality, including the release of information pursuant to the Family Educational Rights and Privacy Act of 1974 (FERPA).
      2. Confidentiality of information and records considered by the BIT shall be maintained in accordance with all applicable federal and state laws and TBR and institutional policies
   4. 培训
      1. All members of Roane State’s BIT shall attend relevant training at least on an annual basis.
      2. Such training shall include information regarding the role of the BIT on campus, 报告程序, confidentiality requirements, policies and laws regarding student discipline, 正当程序, and the Americans with Disabilities Act, and the threat assessment model utilized by Roane State.
